Minimum PMTCT & testing standards
With funding from the African Development Bank, SAHARA was commissioned in November 2008 by the Secretariat of the Southern African Development Community (SADC) to develop regional harmonised minimum standards for HIV testing and counselling (HTC) and prevention of mother-to-child transmission (PMTCT) policies, protocols and guidelines. The project involved:

  • A review of regional, continental, and global literature on PMTCT and HTC practices and emerging issues.
  • An extensive review and analysis of PMTCT and HTC policies, protocols and guidelines of the SADC member states.
  • Development of an inception report outlining the major issues from the literature and the initial assessment of documents from the member states.
  • Field assessments and policy discussions with major stakeholders in the member states to identify major achievements, challenges and best practices that would inform the development of the regional minimum standards on HTC and PMTCT.
  • A consensus-building workshop for major stakeholders to review the proposed regional minimum standards, and endorse and adopt them.

SAHARA has produced the following documents as part of this project:

As at July 2009, the country PMTCT and HTC reports, comprehensive regional PMTCT and HTC reports, and proposals for harmonised regional minimum standards were being reviewed by the SADC member states and stakeholders before final release.
